Draft National Land Utilisation Policy

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the current status of implementation of Draft National Land Utilisation Policy;
(b) the details of States which have framed their own land use policies in accordance with the
Draft Policy;
(c) the steps taken or being taken by the Government to request States to frame their own land
use policies;
(d) the respective percentage of land for different kinds of land uses in the country viz.
agricultural, forest, industrial, residential, Government owned, private owned and
wasteland; and
(e) the corresponding percentages for the State of Karnataka?

(a) to (e) : The Union Government has not framed National Land Utilisation Policy. As per
Entry 18 and Entry 45 of List II (State List) of the Seventh Schedule of the Constitution, the
subject of ‘Land’ and its management falls in the jurisdiction of States. Power to enact laws
relating to ‘Land’ vests in the Legislatures of States. Each State has its own State-specific
Revenue Laws to deal with ‘Land’ and matters related thereto. State-wise information on Statespecific
Revenue Laws and Land Use is not centrally maintained.
Details of land use prevalent from 1950-51 to 2013-14 in India and in Karnataka as per
the Land Use Statistics published by the Directorate of Economics and Statistics, Ministry of
Agriculture & Farmers Welfare are available at the website:
